Can non-technical teams realistically rebuild complex pega workflows without coding?

Our operations team wants to own process redesign post-migration but has zero coding experience. We’re evaluating visual builders - has anyone successfully replicated Pega-level complexity (multi-stage approvals with dynamic rules) using purely drag-and-drop tools? How much technical debt accumulated compared to traditional development?
